The Recording Archive began in 2006 with a grant from the Heritage Lottery Fund to create a digital database of public monuments and sculpture in Norfolk and Suffolk. This was completed by February 2008, when the database with just under seven hundred entries and over three thousand photographs was deposited at the Norfolk Record Office on the Norfolk County Council site, Martineau Lane, Norwich.

Public Sculpture includes monuments to famous men and women and racehorses, a long tradition of sculptural decoration on buildings, the ironwork gates of Sandringham, and the commissions across both counties which marked the millennium. These and later commissions form the largest part of the database, over a quarter of the entries and photographs.

The Recording Archive was set up under the auspices of the University of East Anglia and the Public Monuments and Sculpture Association (PMSA), established in 1991 to further the cause of outdoor statues, sculpture and commemorative monuments. To achieve its aims – to increase public awareness, understanding and enjoyment of public art – the PMSA has undertaken a wide range of projects, notably the National Recording Project (NRP), a survey of public sculptures and monuments throughout Britain. The results are available in a series of volumes on Public Sculpture published by Liverpool University Press and on the PMSA website at:
